Description
#### What happened:
since the last hardfork we see defichain standing for 10 minutes or longer quite often. Since the speedy miner we have to live with jumping block times, but since the last hard fork, this is extreme.
for example now last block 2229281 is about 24 minutes with no new block found. Then we have new block 2229282 which states it was within one minute, but in reality it was 24 minutes later. (it also explained the huge numbers of transactions)
I see this behaviour every day now. Previous it was just once every couple of month.
#### What you expected to happen:
Blocks variance should not be that extreme. And it definitely was way better before.
Edit: Changed from 20 minutes to 10 minutes, as this is more accurate.

Research direction
No files, tests, or entry points are named. Start by reproducing the post-hardfork block-time discrepancy and compare recorded block timestamps with observed arrival times around blocks 2229281 and 2229282; done means identifying and correcting the cause of the frequent long block gaps without reintroducing inconsistent timestamps.
