D0.1 Add the package and replace the settings frameworks

Plan issue D0.1, phase 0 of the community-base unification plan.

Goal: close the settings adoption milestone after its separately reviewed parts below are deployed.
This parent owns no implementation; do not mark it done when only bootstrap is installed.

Verification

• D0.1a through D0.1d are done with linked review and development evidence.
• Development settings UI/API parity, counts and retained audit history are verified.

Done when

• the child tasks and deployed settings parity checks pass
