[Feature][convert] Split BigDecimalColumn

### Description

1. Java.math.bigdecimal (String) constructor has poor performance
2. Now float, double, long, int, short are all transmitted by BigDecimalColumn, the structure is not clear
3. Precision loss occurs when BigDecimal transfers float and double data, such as 3.1234123F
