Criação de uma documentação técnica mais robusta

Hoje temos apenas a documentação presente no Git Hub que é genérica. Creio que faça sentido fazermos uma documentação como a do Pandas por exemplo.

Review the current documentation in the GitHub repository and compare its structure and depth with Pandas documentation. Define the technical topics and scope before editing. Done means the repository has a substantially more robust technical documentation set than the current generic material.
