Description
It should not be possible to delete a signer that is part of a signer group. Full stop. But that's the easy part.
The more difficult thing is that is should not be possible to leave a signer group until all zones have completed the "remove-signer" process. I.e. we need a mechanism to signal "pending-departure" as opposed to eith being part of or not part of a signer group.
