Alert Email Notification When Metric Issues Occur

When issues occur with the community metrics, it's likely that it will remain broken until (1) someone discovers; and also (2) reports the issue to someone. This is not ideal.

This could be a custom logging type that we can manually opt into getting notified for, or...

What I propose is a module setting to allow an email address to be entered and saved, such as the community generic email address.

When an issue occurs with one of the metric connections, it should immediately notify the email address of the issue. (Maybe cap it at once per day, so it doesn't flood inboxes.)
