ENH: Losing connection when moving a topic leaves old topic url unusable

Description
May be an isolated/edge case. But tried to move a topic when on cell and lost connection.
Original url (pre-move) no longer works. This could also be a cloudflare issue. But investigate and see if it can be duplicated and resolved.
