[Feature]: Add Dirac-Rucio tests to CI

### User Story

As as developer I would like to add Rucio tests to Dirac CI

### Feature Description

After a discussion with @fstagni we would like to implement Dirac-rucio tests in a similar way as done for CTAO
[(https://github.com/maxnoe/rucio-dirac-dev)](https://github.com/maxnoe/rucio-dirac-dev):

- basic Rucio client tests (client auth, file, dataset upload etc)
- Rucio file catalog tests with Dirac client.
- test Rucio replication (only after the first 2 work)
