Include swot observed waterbodies within swot download and processing

Current implementation only considers waterbodies within the prior lake database. More SWOT coverage can be acquired if a reservoir shape can be associated with an "observed" waterbody that is not within the PLD. Factors such as % overlap of reservoir shape and observed water body can be considered to match a reservoir with observations throughout time.

Start by reviewing the current SWOT download and processing implementation to understand how waterbodies are selected from the prior lake database. Define how observed waterbodies outside the PLD should be matched to reservoir shapes, including the overlap criteria and temporal association. Done means the workflow acquires and processes eligible SWOT observations beyond the existing PLD coverage.
