Description
This will allow users to determine a different processing flow for individual reservoirs based on how the default values perform. The current workflow applies the same steps and parameters to every water level timeseries, which is not ideal because every reservoir will have different temporal frequencies and likely requires some individual attention. In order to create a operational workflow, a user needs to be able to run a default workflow and adjust parameters by reservoir within the initial download and processing steps, new parameters or processing steps can then be provided for each reservoir in order to establish better timeseries.

Research direction
The issue names no files, tests, or entry points. Start by mapping the current download and processing workflow, then identify how default configuration and reservoir shapefile columns are read. Done means individual reservoirs can override workflow steps or parameters while retaining a usable default workflow.
