Create and publish a standard

Create detailed guidance explaining the complete lifecycle of creating and publishing a standard.

Acceptance Criteria

• Guidance page explains the full lifecycle stages:
  • Draft stage - initial creation of standard
  • For Approval stage - submitted for review by Standards Managers
  • Awaiting Publication stage - approved and ready to publish
  • Published stage - live and available
  • Unpublished stage - removed from public view (if applicable)
  • Updates and versioning - how to update published standards
• Each lifecycle stage includes:
  • Clear description of the stage
  • Who is involved (roles/responsibilities)
  • What actions are required
  • What happens next
• Guidance includes visual diagram or flowchart of the lifecycle
• Guidance explains how to create a new standard in COMPASS (step-by-step)
• Guidance explains the approval process (submitting for review, Standards Manager review)
• Guidance explains how standards are published (moving from "Awaiting Publication" to "Published")
• Guidance explains version control and updates (semantic versioning, making changes to published standards)
• Guidance explains roles involved: Standard Owners, Contacts, Standards Managers
• Guidance links to relevant COMPASS features/pages
• Content follows GOV.UK writing style guide
• Page is accessible (WCAG 2.1 AA)
• Page is mobile responsive
• Examples or case studies are included (if available)
