Add support for multiple pages using diva

While Neon itself does have support for multiple pages, there is currently no way in Rodan to associate MEI files with parts of a IIIF manifest. There is also the issue where local files are used that are not part of a IIIF manifest available elsewhere, and more broadly how that case should be handled.

At its core, there needs to be a job that will output a list of web annotations that Neon can use, or enough information provided in the inputs given to Neon that the Rodan job itself is able to construct these annotations.
