[Discussion] Unifying the zoom and pan controls across Mothra annotator, IC, and Neon

At the moment, the zoom and pan controls are the same for the Mothra annotator and the IC, but different for Neon. Mothra annotator and IC use:

- `ctrl/cmd+scroll` to zoom
- `scroll` to pan up/down and `shift+scroll` to pan left/right

Neon uses:

- `shift+scroll` to zoom
- `shift+click and drag` to move around the page (just scrolling also moves up and down the page)

Do we want to unify these? Probably the controls for Neon are less common, so we could change those. Changing Neon hotkeys would be cuh-razy, but I could learn to live with it! @kyrieb-ekat @annamorphism thoughts?
