Instrument list order

Currently, the instrument list page has no default sort order. As a result, instruments appear based on the `instrument list` csv order (e.g., guitar appears first, piano appears 845th). Should instruments with more diverse labels be ranked higher?

Start at the instrument list page and inspect how it reads the instrument list CSV and presents entries. The issue does not define the ranking rule, so first resolve whether label diversity or another criterion should determine the default order. Done means an agreed deterministic sort is applied and the resulting list order is verified.
