Wikibase for UMIL?

Wasn't sure what to tag this, but I'll also be starting a discussion on this in this repo as well.

Related to #205 , @mailynmailyn and I have been talking about the best way to tackle this, and a little while ago I started really experimenting with Wikibase and what it might do for us. I think it might prove to be a very interesting way to handle several of our problems (such as workflow), and let us centralise a lot of work in one area, with the added bonus that it's already "in" Wikidata, so to speak.

I've made a (very basic) experimental UMIL Wikibase and figured out several of the tools available to let us batch upload and edit a lot of stuff, particularly QuickStatements. I've figured out a workflow for reconciling and formatting csv's (etc) into the format we will want, and figured out at least the foundational properties we'll want (among them a property for mapping the original wikidata entity-id).

I've been experimenting with this, and will present my results to Mai Lyn tomorrow so we can discuss further, and I'd like to introduce this as something to think about at the lab meeting this week (week of Monday 26th May 25).

The landing page is a little giant at the moment, but it contains what I've figured out to be a solid workflow, the ID mappings, and some SPARQL queries. Several of them will currently return empty; for example no query for "reviewed" items will show results, because everything is currently listed as "needs review".

Compare the proposed workflow with UMIL’s stated problems and document whether Wikibase should be adopted; the issue does not identify implementation files, tests, or a concrete acceptance condition.
