Description
We should have a status dashboard for the full Rodan server to view the Celery queues and their waiting tasks. Keeping it in a "Status" section doesn't make sense, since that would imply that it would only applies to a project.
We should modify the "Select Project" page to have a "View Queue Status" option, available only to administrators.
