MEI Encoding with Column Splitting has errors with first staff of 2nd column

Description

When Column Splitting data is used with the MEI Encoding job, the first staff of the second column is incorrectly marked as part of the first column. This tends to be an easy fix by just changing the column number in Neon, but in certain folios this staff is moved to a different part of the page. While this is also fixable in Neon, it takes extra steps to be able to move it where it should've been originally.
