Resource panel doesn't load until refresh page

When uploading a resource, the information doesn't update until the user refresh the page. The description always show that file doesn't exist. The user cannot select or interact with the resource.


Reproduce the issue by uploading a resource and observing the resource panel before refreshing the page. Trace the panel's update behavior from the upload flow; done means the description reflects the uploaded file and the resource can be selected and interacted with immediately, without a page refresh.
