[rodan.staging UI] User can navigate on website while resource assignment box stays open

If you open a resource assignment box on rodan.staging, you can still click on elements on the menu on the left. You can navigate to different pages and the resource assignment box just hangs out in front of the screen.

You can exit the resource assignment box at any time, but it's surprising to see it just stay there. I think normally I would expect to not be able to click anywhere else on the page as long as the box is still open.
