What's up with manuscript viewing?

Description
As I was going through Neon issues, I realized that manuscript viewing still doesn't work. I don't believe it's ever worked since I've been here! At the moment, opening the Salzinnes manuscript in the Sample files does this:
Some questions:
- Is manuscript viewing something we still want?
- If so, how does a user upload a full manuscript? Is that possible at the moment?
