[site] Neon's addresses should be either merged, or a redirect set up

Description
The functional version of Neon, for the past several years, is no longer the main Neon address. We need to either 1) move everything over to the DDMAL/Neon site, or redirect that address to the SIMSSA site. I don't love having multiple sites out of sync with one another. We need to pick one.
