Contributing guide is empty

https://github.com/DBOMproject/community/blob/master/CONTRIBUTING.md says:
`"We are still in the process of setting up the governance materials. This document will be updated soon to include the contribution guidelines."`

Who is "we"? How can I join? Can you put in a date for "soon"? Note this is overall page for the project (or if it isn't then put a link to where that is) so important to get something on this page. I'm willing to help if I can figure (1) if I'm allowed to, and (2) how.

For example, can anyone contribute or do you have to pay someone somewhere for right to contribute?
Do you need to sign some sort of intellectual property agreement like OASIS requires (eg https://github.com/sparrell/openc2-lycan-elixir/blob/master/CONTRIBUTING.md#contributions-subject-to-individual-cla)?
Will it be based on C4 (Collective Code Construction Contract) eg https://rfc.zeromq.org/spec/22/ ?
Will you have wording on diversity, equity, inclusion (e.g. a code of conduct ala https://www.contributor-covenant.org/)?
