Internal task to document task files

1. Use mkdocs
2. Evaluate the use of uv tool run/uvx if mkdocs is not part of the requirements.
3. Create markdowns per collections.
4. Create top level guides of the collections.
5. Should work for task files, collections inserted as plugins (this should be selectable) and also for programs that extend the ToolkitProgram
