blank dialog window when selecting service start/stop filename

What steps will reproduce the problem?
1. In CORE edit mode, bring up a node service configuration, then select to
open a servic dialog.
2. The first time click on the “File name” selection pull down button
always brings up a blank dialog to the upper left cornor of the screen (see
attachment).
3. User has to close this blank dialog in order to select the required file.

What is the expected output? What do you see instead?
I do not expect such blank dialog window to popup before selecting a filename.

What version of the product are you using? On what operating system?
Linux 14.04, CORE 4.7 svn 1945

Start by reproducing the issue in CORE edit mode on Linux: open a node service configuration, open the service dialog, and select the File name pull-down for the first time. Confirm the blank dialog appears in the upper-left corner, and consider the issue done when filename selection opens directly without that extra dialog.
