DOCS: describe how component de-duplication works

- [ ] describe the need and reasoning
- [ ] have (alternative) processes described, how de-duplication could be achieved. which properties make components identical? `{group,name,version,download-location,hashes,...}`?
- [ ] have a clear decision which process is to be used
