Use command line irods as default option for uploading tar files

Investigate issuing system call from sanimal app using installed irods applications to upload the tar files; use the current Java-only interface if the irods commands are not installed. Implement this functionality if this is found to be a reasonable approach.

This would allow the latest irods upload functionality to be used without needing to update the sanimal app and potentially allow for faster uploads while retaining current functionality in cases where irods command line tools aren't installed.
