Description
Right now a sample DB is generated at build time. This is OK to keep.
Need the following through a docker container:
- [ ] Ability to re-generate a DB at a specified location & name
- [ ] Ability to add an admin user and other users (via a csv file?)
- [ ] Ability to update the database from an older version
