Remove failed uploads both manually and automatically

There are two parts to this issue:
- [x] Give administrators a way to delete a failed upload (failed uploads need to be detected)
- [ ] Have an automated way to remove failed uploads that are older than a period of time

Start with discussion 28 and the existing administrator workflow for detecting and deleting failed uploads. Determine how the completed manual-deletion part identifies failed uploads, then define the age period for automatic removal. Done means failed uploads older than that period are removed without administrator action.
