Uploader: failed/incomplete uploads don't have exposure beyond single user's browser

It's not possible for a different browser to see uploads that are failed/incomplete. This prevents other users from finishing an upload for the original uploader and makes it hard to see where work needs to be done to complete uploads.

Proposed solution: Make failed/incomplete uploads visible to all users of a collection. Allow users to easily find out failed/incomplete uploads to all the collections they have access to and allow them to filter by collection
