The adjust popup when tagging should not cover the image

The Adjust popup that adjust image brightness, et. al. covers part of the image when shown. It should only do that if there's no where else for it to display. It should try to display to the left of the image's left edge by default and change position horizontally if there isn't space for that. When there isn't enough space, the popup should cover as little of the image as possible
