Description
This is really important issue -> if we are going to make the tool widely used we need to make it easy to import data. Manual import, or using a script, will work for some, but others will want to import from CSVs or other systems. We think CSV is a good transfer point, but are open
Data import - build a survey that outputs to a CSV that we can consume - this will also give a format for other ingests. Anticipate that data capture from existing systems is going to be a lot of the future work if this takes off.
Ingest and manage shape files to have linear assets and other areas on the map included (how many people in what area lost power if this asset goes down).
The tool should be able to consume data from other systems via commonly found APIs provided by GIS systems, to provide base visualization and spatial reference layer.

Research direction
No files, tests, or entry points are named. Start by separating the CSV survey output, shapefile ingestion, and GIS API integration requests, then establish scope and acceptance criteria for one part. Done is not defined beyond supporting these import and visualization capabilities.
