What data will we have available:
* 4 municipalities with 2021 meetings
What could possibly be done:
* tune speech-to-text model
* replication and scaling of "justice interrupted"
* diffusion of political rhetoric across municipalities ("fight for fifteen")
* connectivity of public spheres -- what is the travel of sentiment as it moves from populace, to reporting, to commenting, and finally council action
* understanding periodicity of council action
* "the lame-duckness" of a council member
