Just like we have a generalized LegistarScraper, PrimeGov is also pretty common (LA, Las Vegas, SLC, etc). May be good to pull from https://github.com/biglocalnews/civic-scraper/pull/150

A "PrimeGov" Scraper that is generalized just like LegistarScraper to the point where PrimeGov sites can be deployed via GitHub UI as well.
