Add an audio player component

An audio player component to allow playback of the event.

Multiple:

1. Would allow us to expand the pipeline to allow audio events in addition to video events (see: https://github.com/CouncilDataProject/cdp-backend/issues/87)
2. "I want to open the webpage, play the audio, and turn off my phone display to act as a pseudo-podcast like experience"

First step, creating an audio player component that, like the video is linked to the timestamping behavior / share at timepoint.
Second step, adding the ability to turn off mobile display and keep the audio playing (if possible...)
