Description
Create the basic structure for the Rancher Provider:
* CI scripts
* some Test environment
* check what "sandbox" options are available for testing
* configure credentials/secrets etc.
Add one simplest example for official Terraform Rancher Provider. Could be one of:
- [ ] Cloud Credential
- [ ] Cluster
- [ ] Node Template
