King and Pierce counties are currently in Phase 2 of the state’s Safe Start plan. The UW’s Bothell, Seattle and Tacoma campuses are also in Phase 2:

- Face coverings are required on all campuses.
- Telework is strongly encouraged for all non-critical personnel, and all in-person work must adhere to all appropriate safety measures and unit COVID-19 Prevention Plans.
- In-person instruction is not allowed except for essential clinical instruction that has been pre-approved. (4) Gatherings of more than five people are not permitted.

Repro:
1. User fills in title and category
2. Cannot enter appropriate location because the location is not specific, it is for a general area, i.e. multiple university campuses
3. Message only needs a start date, it is not date or time-range dependent

Problems:
1. Unable to publish the message unless all fields are filled in, including fields that are not applicable to message
2. Unable to specify general areas or regions, an address must be filled in, i.e. "UW Bothell, Seattle, Tacoma"
3. Unable to publish date with "Starting XX" without end date
