Write CLI that sends API Requests to Lambda function

## Overview

As a client, I need to be able to initiate the protocol with an AWS Lambda function. Additionally, when I get notice that my credentials are ready, I need to be able to retrieve the credentials from an AWS Lambda function

Resolve the missing protocol reference (#???) and review the Lambda function referenced in #129 before starting. Define the two CLI commands for initiating the protocol and requesting credentials, then verify that both commands call the expected AWS Lambda functions and return the required results.
