Add ability to link to a block explorer to EthAddress component.

A common pattern when displaying public addresses is to link to a block explorer.

We should have an option to turn the EthAddress to a link to a block explorer of choice.

**Describe alternatives you've considered**
Adding link on a case-by-case basis.
