Separate Major Project submission page and history page, maybe also individual pages per project

We could also let you go back in time with this, we should just make sure that old major projects don't crash things when you try and load them (but it seems to be fine from last year)

I think having like `conditional.csh.rit.edu/major_project/create` and `conditional.csh.rit.edu/major_projects` would be cool so you don't have to load everyones project just to submit a form.

Also, if there's `conditional.csh.rit.edu/major_project/1024` for each individual project, we could share them easily (link them in the slack message!!) and all around I think that'd be cool
