CIS has released CIS Oracle Linux 8 Benchmark v3.0.0
#### Description of problem:
Currently the only way to evaluate an OL8 system is to use RHEL8's benchmark and then cross check the rules.
#### Proposed change:
Create an OL8 CIS Profile addressing CIS Oracle Linux 8 Benchmark v3.0.0
