Blur effect on UI element misbehaves when Backdrop is applied in WinUI 3

### Describe the bug
I am trying to apply blur effect on a line. However, when I apply system backdrop, the blur effect is different. It looks like the blur effect is applied but the original line is on the top. [See here](https://stackoverflow.com/questions/79453324/component-blur-and-backdrop-not-working-in-winui-3)
