TabView tab not auto-selected on WASM

### Describe the bug

Under UWP / WinAppSDK, the TabView control works as expected.

Under Uno, no tab is selected when the control is loaded.

### Steps to reproduce

```text
1. Open the ProjectTemplate solution
2. Deploy the WASM head
3. Wait for the app to load. Observe the error.
```

### Expected behavior

The first tab should be auto-selected.
