Description

Route rules, local routes, and the list-rule pairs (access, prefix, as-path, community, large-community, ext-community, route-map Add/Edit) are the same form twice. Merge each matching pair into one modal with existing or null. Do not merge list-container create (first-rule wizard) with the description-only list edit.
