Description
Summary
When the "jump to latest" (down arrow button) is present, scrolling down with mouse wheel never reaches the bottom because the page scrolls up when at bottom. so it keeps scrolling and jumping.
Expected Behavior
scroll with mouse wheel and reach bottom of text
Actual Behavior
text jumps down and up when scrolling with mouse wheel
Steps to reproduce the issue
over a long chat text, when the circled button "jump to latest" is visible, scroll down with mouse wheel
