Description
### Is there an existing issue for this?
- [x] I have searched the existing issues and checked the recent builds/commits
### What problem are you experiencing?
Much of the new UI design has various animated effects on interaction. Panels open/close for example.
There are more instances, but I personally should not be testing extensively for all of them as it is a visual hazard which requires substantial recovery period after a short amount of exposure.
### When does this problem occur?
Normal use of the fronted. Just interact with various normal activities and functions will cause exposure.
### How often do you encounter this problem?
Multiple times per day
### How much does this problem affect your workflow?
Blocks me from completing tasks
### Current workarounds
Deleting portions of the UI using inspect on the browser and not interacting with functionality that excessively has this issue, namely the entirely of the new jobs status and queue system.
### Ideas for solutions (Optional)
An option for `Reduced Motion` which disable all UI effects. Panels should simple pop in to and out of existence at their final form rather than any flash animation, faces and especially no flickering (an excessive issue with the job status popups).
### Additional context
`Reduced Motion` is a very common accessibility feature. Even as bad at accessibly that Civitai and Discord are, these were very early features they introduce.
