workflows in 2nd bar hides the node properties panel close button

- [x] I am running the latest version of ComfyUI
- [x] I have searched existing issues to make sure this isn't a duplicate

### What happened?

just something i noticed when having a couple of workflow tabs in the 2nd bar and viewing the properties panel of a node, i was unable to close the properties because the close icon is underneath the workflow tabs.

### Steps to Reproduce

1. just turn on workflows in 2nd bar and have 2-3 workflow tabs visible
2. view the properties panel of a node
3. try to close the properties panel

### How is this affecting you?

Crashes ComfyUI completely
