[DevTask] Smooth transition of selection toolbox when selection goes out of view

How figma board handles the selection view transition:

- By default the toolbox is on the top of the selection, but if the top of selection of out of view, the toolbox is moved to the bottom of the selection

- If the whole selection is going out of view, the toolbox will try to keep in view first.
