[Feature Request]: Add contextual settings to context menu

### What would your feature do ?

Add contextual settings to context menus.

A single new submenu item in the node / group / workflows / task queue / etc context menus, containing a curated list of "quick access" frontend settings for that item / area type.

### Proposed workflow

1. Right click on a node
1. Click submenu: **Global node settings** (preferably a name that says "settings that affect all nodes", etc)
1. Click:
- [x] Badges
1. Node badges are disabled

### Additional information

This should likely be broken up into smaller issues.
