[Feature Request]: Disable node and widget tooltips individually

### What would your feature do ?

Allow users to disable node tooltips and widget tooltips individually

### Proposed workflow

1. Split the tooltip settings in two: one for the node itself, the other for the widgets.

Not sure if it's just me but I find the "show description" on node hover very disturbing (I keep triggering it while navigating the UI) while I like being able to get quick feedback about the widgets tooltips.
There is currently no way to achieve that.
