Safe tensors are present but unavailable for use by the system. (Failed Validation)

### Custom Node Testing

### Expected Behavior

1. Download a workflow from 3rd Party.
2. Download the respective Safe tensors from 3rd Party.
3. Copy the safe tensors into their respective folders.
4. Run the Workflow.
5. Marvel at the genus of ComfyUI programmers.

### Actual Behavior

1. Comfy UI returns no options to select.
2. Lose faith in ComfyUI programmers.

### Steps to Reproduce

1. Install Comfy UI.
2. Download a safetensor.
3. Copy it to a respective folder.
4. Attempt to select it with a node any node every node...
5. Observe that no options are ever available.

None of the safetensors inside the ConfyUI folders are available to any Model at any time. The only Safe tensors ComfyUI recognizes are those downloaded through a template.

Can't be a custom node issue because no safetensor in an folders can be manually selected by even the most basic selection node. The tool tip gives the various paths and the safe tensors in those paths should be selectable. "Template downloaded safetensors" can be selected, but not ones manually put in the folders. And the template downloaded safetensors are not present in the folders the node is naming.

These issues exist with even the most default workflow. Nothing ever put in a folder is ever available.

The report names no source files, tests, version, or usable debug log. Start by checking the configured model folders and comparing them with the paths used by template-downloaded safetensors; the issue is done when manually copied files appear in the relevant node selectors.
